Description of Scheme

The units will be designed to lifetime homes standard, a lift will be provided and it will meet the HAPPI criteria. The scheme will maximise the use of natural light and will provide flexible accommodation which has the potential to meet a wide range of needs for people with learning disabilities. Assistive technology will enhance the support provision and help provide privacy and independence.

The scheme at a minimum will meet Code 3 requirements.

As part of the planning approval process the scheme will be assessed by the Design Council (formerly CABE) .

Where Is It?

The range and tenure of the local housing stock is mixed although the immediate area is predominantly Council stock built in the 1960's with many of the units in previous years having been subject to the Right to Buy. Victorian housing, mainly in owner occupation, is also nearby and overall the area is popular and has strong demand within the local housing market .

Proximity

The site is immediately adjacent to a main road leading into Oxford city which is well served by public transport. There is also some shops in the area as well as pubs etc. A GP practice is immediately behind the proposed scheme.

Relevant Local Strategy

The scheme has specifically been identified in Oxfordshire County Council Joint Commissioning Strategy (Adult Care) - Specialist Housing. (opens new window) This document details the future commissioning priorities for the Council which includes adults with a learning disability, physical disability and those with mental health needs.

Useful Local Statistics

The scheme is intended to house residents with a learning disability from an existing registered care home which is unsuitable for a number of reasons - largely due to the inflexible nature of the accommodation. Surplus units will meet other LD needs where people are inappropriately housed and referred by Social Care.

There will also be revenue savings for the County Council from moving people from registered care to supported living and this has allowed the Council to transfer land at nil cost to allow the development to be viable.

In conjunction with the LD development a further 10 units will be built for private sale on the site which will allow a capital receipt back to the County Council.

The scheme will accommodate people with a learning disability through supported living.

Facilities

Overall support costs are anticipated to reduce following the planned move from registered care to supported living (see below). A staff sleepover room will therefore be provided along with a communal lounge and dining space for tenants to meet in a combined setting.

The scheme is located in an established site with several mature trees which will be retained and will enhance the privacy and attractiveness of the surroundings. Patio doors on the ground floor will allow residents immediate access into the private garden areas.
