Winterbourne View - Time for Change

This report by the Transforming Care and Commissioning Steering Group makes a number of recommendations for transforming the commissioning of services for people with learning disabilities and/or autism. It recognises that capital investment in housing is required to both adapt and improve the quality of existing accommodation and create opportunities to develop new accommodation that facilitates community-based support. To this end, it suggests that impetus should be given to establishing a 'Life in the Community' Social Investment Fund that could lever in additional capital into a Social Property Fund to fund specialised housing.
