Statutory guidance: Local Supported Housing Strategies

The Ministry of Housing, Communities and Local Government has published guidance issued under section 2 of the Supported Housing (Regulatory Oversight) Act (SHROA) 2023.

Local authorities must prepare and publish a Local Supported Housing Strategy that sets a clear vision, strategic priorities, and delivery plan for supported housing provision. This includes assessing current supply and projecting demand over the next five years, collaborating with key partners (such as health, social care, providers, and residents), and ensuring their strategy aligns with wider local and regional plans in relation to homelessness, planning and social care strategies.

Strategies should cover supported exempt accommodation and other relevant housing needs, outline governance, data-sharing, funding, referral systems, void management, move-on pathways and delivery priorities. 

In short local housing authorities in England must refer to the guidance when complying with the duty to produce and publish a Local Supported Housing Strategy. These include the requirement to:

  • undertake an assessment of the need for supported housing in their area, and

  • work with partners to develop and publish a five-year supported housing plan or strategy, setting out how identified needs will be met.

The expectation is that this work will be completed by 31 March 2027.

Local authorities will receive New Burdens funding to develop, monitor and review their Local Supported Housing Strategy.
