Local support for people with a learning disability

This House of Commons Public Accounts Committee report reports on progress made to move people with a learning disability out of mental health hospitals and into the community.

It focusses on the government’s Transforming Care Programme and highlights a number of factors that are causing delay in meeting their objective to reduce the number of beds for people with a learning disability in mental health hospitals by 35%–50% by 2019.

In particular, it highlights that money is not moving with the patient to pay for support in the community; too many people are not having care and treatment reviews; and the uncertainty caused by the proposed changes to local housing allowance risks hampering the provision of accommodation in the community.
