Housing for Complex Needs: Developing streamlined and effective housing solutions to support people with learning disabilities and complex needs, including those with behaviour perceived as challenging

This report, from research by Heriot-Watt University, supported by NHS Greater Glasgow & Clyde, the Scottish Commission for People with Learning Disabilities, Horizon Housing Association and Key Housing Association, investigates the ongoing reasons behind the housing challenges for people with learning disabilities and complex needs, including those with behaviours perceived as challenging.
This includes those delayed in hospital, in inappropriate out-of-area placements or at risk of placement breakdown. The report offers an evidence base for change and a more integrated approach from Scottish Government and local housing and social care partners that could provide a range of housing solutions to enable people to move out of institutional settings and back to their communities.
The authors outline recommendations at both a national and local level for those in senior leadership positions and decision makers within government, housing, commissioning, advocacy, or health and social care.
