Description of Scheme

The building is designed to incorporate the HAPPI principles which will include:

  • Building to be hard wired to ensure assistive technology can be installed on a case by case basis.
  • The primary need for parking on this scheme will be for staff and visitors due to the client group. There will be one car parking space per property.
  • The scheme will be built to 'Secure by design' standards.
  • The building will achieve level 3 of the Code for Sustainable Homes.
  • There will be a range of communal facilities available to both residents and visitors to the scheme. Provision will be made to ensure interaction is achievable within the scheme through a designated communal training/hobby room and a communal sensory garden.
  • People with Mental Health issues require well designed spaces which are safe and familiar. These apartments have been designed to ensure these factors are well integrated into the layout and feel of each home.
  • Good housing is an absolute pre-requisite to effective social care, so each home has been designed to provide an interactive environment which will ensure residents can remain in their home and undertake a range of hobbies, training and life skills work with other residents and staff in the communal training room, which will be located in the large garden surrounding the property. This is expected to reduce the revenue bill to the NHS Trust whilst providing a better quality of life and enhanced wellbeing for the residents.

The site sits within an urban area which is predominantly residential housing of either semidetached or terraced construction. The surrounding properties are mainly 1950's pre- fabricated buildings. There are two large green recreation areas within walking distance of the site.

Relevant Local Strategy

Cornwall Council have put together the Cornwall Local Plan 2011 - 2030 which does not include any housing strategy for older persons or extra care housing. Within the plan there are several sections (policy 6, 7, 8, 9, 10 and 11) which discuss housing and need, however none specifically discuss the need for older person schemes and extra care facilities.
