Where Is It?

The scheme is situated within the regeneration area of a former council estate "Raffles" built in the late 1920's early 1930's. Neighbouring Heysham Gardens is existing ex-council stock and a mixture of modern and new build homes for sale and rent by a local developer and three other housing associations.

Relevant Local Strategy

Carlisle City Council, at present, doesn't have a specific older peoples strategy, however, City Council, do support Cumbria County Council's Extra Care Strategy.

Key to it is the planning4care document that was commissioned by the County. A useful fact contained within the document is: "Ideally there should be 25 Extra Care Housing places per 1,000 people over 75." By 2019, the report suggests that 340 units will be required in Carlisle.
