Description1. To update Ashford Borough Council's outdated housing stock for older people to meet the needs of an ageing population, in line with the HAPPI report recommendations and Lifetime Homes principles. Eight existing Council-owned sheltered schemes are proposed for re-modelling over the next 15 years.
2. To achieve benefits to the residents' health and wellbeing, to health and social care services through a reduction in the need for their interventions; and to the wider community through the freeing up of larger accommodation more suited to families.
3. To build on the success of the Council's 2007 PFI Contract to regenerate the Stanhope Estate.
FindingsA feasibility study identified Farrow Court as the first scheme to be redeveloped. The size of the site enabled a higher density development to be built, meaning residents from another scheme could also be accommodated thus freeing up that scheme for redevelopment. It also enabled a phased development, meaning the existing residents would be able to stay in their homes whilst the first apartments were built.
Proposals for a new 84-unit scheme with associated day centre, 8-unit recuperative care facility and discrete 12-unit wing for adults with learning disabilities was subsequently developed. The dementia-friendly design by PRP Architects, who are leaders in the field of sheltered housing design, is being delivered by Ashford Borough Council in partnership with Denne Construction.
Phase 1, which will provide 33 new 1 and 2 bedroom apartments to accommodate the existing residents, together with the new day centre which will be available for use by the wider community, are scheduled for completion by the end of March 2015. Phase 2, which includes the remaining apartments, recuperative care facility and learning disability units are due to be handed over at the end of 2016.
