Towards a new vision for social care: policy solutions for an ageing population

Cover ILC Towards a new vision for social care

This discussion paper by the International Longevity Centre – UK examines the urgent challenges facing adult social care in the UK. With nearly one in five people over 65 today—and that number set to rise to almost one in four by 2040—demand for care is increasing, yet millions of older and working-age adults are not receiving the support they need. The system relies heavily on unpaid carers, who now contribute the equivalent of the entire NHS budget, and hospitals face daily pressures as patients wait for suitable care.

Drawing on expert insights and evidence, the paper outlines practical reforms to ensure sustainable funding, fair access, a professionalised workforce, and stronger support for carers. These proposals aim to create a social care system that is equitable, integrated, and capable of meeting the needs of an ageing population while protecting wellbeing, independence, and financial security.
