Summary of Guidance under the Supported Housing (Regulatory Oversight) Act 2023
This paper by HCR Law and the Housing LIN gives a concise summary of the guidance relating to the Supported Housing (Regulatory Oversight) Act 2023, or SHROA. It has been written with supported housing and local authority commissioners in mind.
The paper provides useful background information about the Act, setting out key elements of the SHROA guidance, distilling what’s in the accompanying providers’ toolkit and responsibilities for others involved in commissioning supported housing, outlining the role of the Supported Housing Advisory Panel, and sharing information on how the Housing LIN can support the sector operationally and strategically. However, it is not a replacement for the guidance and accompanying resources published by MHCLG.
Louise Crook, a partner at HCR Law, said
“This jointly produced briefing is aimed at helping the sector move confidently through the new supported housing regulatory framework, with a clear focus on quality, proportionality and collaboration. The new regulatory framework marks a significant shift for supported housing. This briefing is intended to support providers and commissioners by setting out the key requirements clearly.”
The Housing LIN’s Business Director, Ian Copeman, added
We are pleased to partner HCR Law to publish this new briefing on the Act. It provides the essential information operators and commissioners of Supported Housing need to know about the legislative and regulatory framework and what needs to be done in practice. With regard to the latter, we have extensive sector experience in the Housing LIN of supporting both local authorities and providers to prepare for the Act so that they can deliver a better Supported Housing offer for those who most need it.
