North East Vanguards Programme Report

This study, which is unique in its focus on region-wide issues to complement the separate individual evaluations being undertaken, explores the regional implementation of the five North East Vanguards.

It aims to identify key aspects that can be shared across all Vanguard sites in the region and provides a mapping of the implementation arrangements in five local Vanguard initiatives, focusing on:

• the organisational (team working, culture and relationships),
• the technological, and
• the cost effectiveness context.
