What does the revised NPPF mean for specialist and older persons' housing? New Housing LIN blog from WWA's Mark Slater digs deeper

Mark Slater, Managing Director at WWA, examines the revised National Planning Policy Framework (NPPF), published on 17 August 2026, and what it means for specialist and older persons' housing.

He highlights HO5, which requires plans to identify sites for specialist housing need, and HO7, which gives substantial weight to meeting evidenced need at application and appeal stage. HO9 gives specialist accommodation its own policy for the first time, covering location, accessibility and management.

However, Mark notes the Framework softens earlier proposals on accessible homes and tenure mix, leaving some of the sector's ambitions only partly met.
