MHCLG updates policy paper on delivering a decade of renewal for social and affordable housing
The Ministry of Housing, Communities and Local Government (MHCLG) has published an updated policy paper on its July plans to deliver a decade of renewal for social and affordable housing.
The paper commits to a number of key policy priorities ahead of Homes England’s Social and Affordable Homes Programme (SAHP) going live for bidding next month.
Of note are the following areas:
- a section on rent increases that social landlords can charge
- extending social landlords’ access to building safety funding
- opening up access to low interests loan from the new National Housing Bank
- proposing new guidance on s106 to aid further growth of social housing
- applying a new Decent Homes Standard on social and private tenures by 2035
- reviewing the Housing Health & Safety Rating System
- introducing Minimal Energy Efficiency Standards
- Publishing a consultation on the Future Homes Standard
In addition, the paper includes a reference to specialist providers as follows:
“The design of the SAHP includes a series of features aimed explicitly at increasing engagement from councils (and other specialist providers) including the new Continuous Market Engagement ‘portfolio’ route.”
