Supported Living - Private landlord - clarification

Hi I’m looking for advice: I run a care and Support service for learning disabilities/ complex needs and we provide support to people in their own homes. We are registered by Cqc for regulated activity of personal care.

I have links with council and private clients in need of accommodation on either a permanent independent living who will require some support to live there and individuals who need respite who would also be looking in the future for this to grow to them living to living independently also and would need a higher level of support. None of these clients require personal care at present...
I have a landlord with a number of flats ground floor that would be suitable for independent living/supported living.
I know that the landlord would give private tenancy to the clients but is it possible that I rent the premises from him to then rent out and if so can the client still use housing benefit etc to cover.. is it even possible? I feel I have all the tools but need some advice on how to put them all together. I have possibility of possibly sharing the accommodation and so would make more sense for me to let it off the landlord, can a business let accommodation this way??
