Shared ownership charges in extra care housing

Can anyone offer an advice or insight into how the peace of mind/ wellbeing charge is set up in your area for shared ownership residents in extra care housing?

Does the council collect the charge and then pay the provider?
or does the care provider collect it directly from residents?
