00:41:46	Kate E:	We've attempted to speak to a HA about an e-cig scheme, but one of the challenges that was presented back to us was that the HA crosses boundaries and a risk that there wouldn't be support from other local authority stop smoking services.  Would be good to explore how that might be overcome as most LAs have some sort of local support for quitting.
