Community equipment supply and reuse services

I am looking for examples of facilities that provide mobility and independent living equipment for their local communities - acting as the central point for despatching that equipment to individual users and receiving that equipment back, cleaning, repairing and restocking it for reuse.
I am working with a local authority who have a purpose built facility that now needs to expand its premises and refine its stock management processes. Any examples of facilities (local authority run or outsourced) would be appreciated as comparators with their existing provision and proposed replacement.
